Bart immigrated to the United States in 1978 from Warsaw, Poland. After graduating from Northeastern University in 1998, Bart decided to follow in the footsteps of his mother, who was an attorney and judge in Poland and an attorney in Washington, D.C. Bart attended the Shepard Broad Law Center at Nova Southeastern University, where he served as Editor-in-Chief of the law school newspaper, Broadly Speaking. In 2002, Bart obtained his juris doctorate degree from Nova Southeastern University.
